Louise Buckley and Chris Hemsley will start their roles as interim Co-Managing Directors later in April.  The other appointments are effective 1 April 2019.

Louise Buckley has worked at the PSR since January 2015. As the PSR’s Chief Operating Officer, Louise has led the people, business management, risk and communications aspects of the organisation.

Chris Hemsley joined the PSR as Head of Policy and Strategy in November 2018. Chris has extensive experience working for UK regulators, joining the PSR having been Deputy Director of Railway Markets and Economics and Chief Economist at the Office of Rail and Road.

Carole Begent is the PSR’s General Counsel and Head of Regulatory and Competition Enforcement, and joined in April 2015. Previously she was Senior Legal Director, Mergers, Markets and Regulatory Appeals at the Competition and Markets Authority (CMA). She has extensive knowledge and expertise in competition, regulatory law, public law in advisory, policy development and litigation contexts.

Noel Gordon was Global Managing Director of the Banking Industry Practice at Accenture from 1996 until his retirement in 2012, and is currently a non-executive director of NHS England, where he serves as Chairman of the NHS Digital Board. He is also chair of Healthcare UK’s Advisory Board, and Chair of the Board of Trustees of UserVoice.org.

Nick Stace is currently Chief Executive of The Prince’s Trust. An experienced consumer champion, he was formerly Deputy CEO of Which? in the UK and CEO of Choice in Australia, and served as a director of Consumers’ International. Nick is also a non-executive director of the Financial Conduct Authority.
